Initial CPC Training

The Driver CPC Initial Qualification is required for most professional HGV drivers. There are two sets of acquired rights that exempt certain drivers. You are NOT required to complete the Initial CPC Qualification if you: Passed your car test before 1 January 1997 and therefore hold automatic ‘grandfather’ C1 entitlement on your licence, or passed your Category C1, C or C+E practical test before 10 September 2009

All other professional HGV drivers are required to complete this qualification. Driving professionally without it means you are not legally permitted to drive for hire or reward, which can result in your licence being revoked or fines. What is the Driver CPC Initial Qualification Process?

The Driver CPC Initial Qualification is now a standard part of obtaining an HGV licence for professional use. Without completing the two CPC modules (Module 2 and Module 4), you do not have legal permission to drive an HGV for hire or reward.

The Initial Qualification sits within a four-module framework. Here is how each module fits together:

  • Module 1: The theory test completed before practical training begins, covering hazard perception and multiple choice questions
  • Module 2: A case study theory test that checks your ability to apply your knowledge to real-world driving scenarios
  • Module 3: The practical driving test for your HGV licence
  • Module 4: A 30-minute practical demonstration test at the test centre, where you show the examiner your understanding of vehicle safety checks and your responsibilities as a professional driver

The Initial Qualification is not required if you are using an HGV vehicle for personal purposes only, such as hiring a vehicle to move personal belongings or driving your own horsebox for non-commercial use.

What is the Driver CPC?

The Driver Certificate of Professional Competence (CPC) is a legal qualification required by professional HGV drivers in the UK. It was introduced in September 2009 to ensure all commercial drivers maintain a consistent level of knowledge and skill throughout their career.

There are two parts to Driver CPC: the Initial Qualification, required by drivers who obtained their HGV licence after 10 September 2009, and the Periodic Training Requirement, which applies to all professional HGV drivers every five years.

Why do I have to do the Driver CPC?

In September 2009, legislation was introduced requiring all professional HGV drivers to meet the same ongoing standard of knowledge and skill. The Driver CPC achieves this through Periodic Training – 35 hours of structured learning every five years covering subjects directly relevant to professional driving, such as tachograph use, working time regulations, safe loading and driver health.

Most professional HGV drivers are subject to these rules. However, some exemptions exist, including:

  • Drivers working for the emergency services
  • Military drivers
  • People who drive as an incidental part of another job, rather than as their primary role
  • People using HGV vehicles purely for personal use, such as horsebox owners transporting their own horses

Which qualification is relevant to me?

Do I have acquired rights? (HGV licence obtained before September 2009)

If you obtained your Category C1, C or C+E licence before 10 September 2009, you have acquired rights and are not required to complete the Driver CPC Initial Qualification.

However, acquired rights do not exempt you from Periodic Training.

You are still required to complete 35 hours of CPC Periodic Training every five years to continue driving professionally for hire or reward.

There is one additional acquired rights scenario: if you passed your car test before 1 January 1997, you will have automatic C1 entitlement on your licence. If you were driving a C1 vehicle professionally before September 2009, this also qualifies as acquired rights for CPC purposes.

To summarise:

  • Acquired rights means no Initial CPC Qualification required
  • Periodic Training (35 hours every five years) is still required
  • Your Driver Qualification Card (DQC) will confirm your status and expiry date
